A car was stopped on the A1 near Haddon after Cambridgeshire Police officers spotted children climbing around in the back.
The children were seen without the seat belts on the busy motorway on April 12 at around 8pm.
After the force stopped the car, they found that the driver only held a provisional license and also had no insurance.
The driver has been reported for all of the offences and the vehicle has been seized.
